Formal complaint filed against Ginkins

Two residents of 616 E. Main file complaint against Building Commissioner Terry Ginkins, saying that he is not carrying out his duties concerning an apartment house at 612 E. Main. One of the things they're concerned about is a pipe in back of the house that they think might have asbestos on it.
