Juvenile in accident placed under house arrest

Kevin Whitler II is confined to house arrest based on his involvement in the accident that caused 2 fatalities and 9 injuries.. Kevin Whitler is allowed to leave the house only to attend school and go to his part-time job. His license has been revoked.. The accident occured as two cars were racing at high speed and swerved to avoid another car merging into Spring St. The victims in the van were injured after the collision between the 2 young men.
