Garner names new NAPD command staff

Mayor Garner named the command staff of the police department yesterday. Merle Harl will be the department's chief; Mike Mills will be the assistant chief; and Mike Lawrence will be in charge of personnel.. Captain Mills is on the SWAT team and he has had extensive crisis training.
