Heavy rains again damage Spring Street Hill Road

Spring Street Hill will be closed until further notice, city officials said Wednesday. After being reopened in 2009, the road was in the midst of rebing repaired when heavy rains again damged the street. Officials blamed structural damage to the road that forced last month's construction project on flooding in August 2009
