Planners lose fight for group facility

Plan Commission refuses to give favorable recommendation to Ohio Valley Medex, Inc.'s proposal for day care and residential facility for developmentally disabled at 110 Adams Street. Also, favorable review given to Floyd Memorial Hospital's proposal to locate skywalk over State Street between Professional Arts Building and Hospital.
