Plan to reorganize Sewer Board turned down

Mayor James Garner asked the City Council to approve a reorganization of the sewer board. The plan did not pass because the 3 new members wanted more information before they voted.. Under the proposal 5 members would be reduced to 3. Also, the mayor would become chairman and the council would appoint 2 additional members, one of whom must be an engineer.. The sewer board will not be able to pay bills or take other action because three of the five seats are vacant.
