Mayor Garner said the city has already made changes in its sewer billing department. Indiana-American Water Co. was partially to blame for Jesse Ballew's inability to pay for the delinquent bills of his renters. Water service had been turned off in one name and restored in a different name and/or account number. Mr. Ballew was never given a dollar figure that would allow him to pay. Eventually, Mr. Ballew paid more than $6,000 in sewer bills.
