Tug-of-war over cap-and-trade moves to Senate

The House passed the cap-and-trade measure -- aimed at cutting greenhouse gas emissions into the atmosphere -- last month. The Citizen's Action Coalition is trying to pursue Sen. Evan Bayh to push for renewable energy and energy-efficiency policies that it feels are not strong enough in the proposal. Opponents of the legislation fear tighter environmental standards on emissions at power plants will result in higher utility costs for residents and will put the country at a competitive disadvantage
