Stormwater Board wins lawsuit over raises

Judge Terrence Cody stated the stormwater board has the authority under state statute to employ workers, prescribe their duties and fix their compensation provided the salary expense is paid solely from money raised by the utility. The stormwater workers were given raises last year after the council ordered a freeze of all city worker salaries. Then stormwater board chairman Ron Carroll said the body was autonomous from the council and didn't need its approval, despite the fact an ordinance requesting the raises was brought before the council
