Ordinance to provide pay increases clears first hurdle

The New Albany City Council passes an ordinance appropriating funds for a one time cost-of-living payment to non-union city employees. Payments would be distributed in the following manner: $1,000 for workers with one to five years of experience, $1,500 for employees with six to 10 years with the city and $2,000 for workers with more than 10 years with the city. City employees haven't had a raise in three years; it would help give people a little morale boost and it would be a lot less expensive for the city to do it this way
