Loop-hole: Despite salaried position, council grants police chief overtime money

Frank Loop of Sheriff's Office was told by Sheriff that he would be paid for overtime (accrued while a position was vacant); actually, Loop's position (Chief of Police) is a salaried position and ineligible for overtime. However, County Council agrees to pay it, since this is a special circumstance.
