Advocates warn Rauch, Inc. of state budget cutbacks. Funding is cut to community-based services because of the economics in Indiana.. Arc of Indiana is a statewide organization. It is a non-profit organization that advocates for people with mental retardation, their related disabilities and for their families.. Indiana Family and Social Services Administration is estimating a $21 million shortfall. This lack of money will not allow new people into the program. Services to families already involved may have to be reduced.. 8,000 people remain on waiting lists for home and community services.. There are 2 taxes in the General Assembly that would help fund the program. One is a tax on the Internet and the other is a tax on non-nutritious beverages like soft drinks.
