Garner makes changes in government offices

Mayor Garner has announced that David White will serve as the city's director of Redevelopment and Economic Development. Former city controller Kay Garry will replace Mr. White as controller. Ms. Garry said she will have more time to devote to budgets, the mayor and the City Council now that the city has hired a health insurance benefits specialist.
