Investors in Floyd and Clark sue to overturn private hospital bans

Both Floyd and Clark Counties have placed bans on building of private hospitals; "the lawsuit contends that officials in the counties worked together on the bans to protect their public hospitals from private competition.". Floyd County ban ends in March 2006; Clark County moratorium ends in February 2007.
