Prosser selling surplus cars

Prosser gives away some cars repaired there, to students who have perfect attendance and whose names are drawn out of a hat; but "the program is on a limited budget and some donated cars require more work than the limited funds can provide." So, Prosser plans to sell some, and use the money to repair more cars.
