Union is major sticking point of city/county dispatch merger

City and county dispatchers met to discuss merging. City dispatchers are members of a union. They want their benefits to be carried over. County dispatchers do not want to be forced to join a union. Mayor Garner said the agreement would not be ready before the completion of the new fire station.
