Police, fire EDIT request lowered slightly

Mayor England has now lowered his request to $1.8 million; if approved, it would give the Police Department $500,000 to hire five new officers and $100,000 for overtime. The Fire Department would receive $1.05 million to keep its current staffing levels as well as $150,000 for overtime.
